Subdivision & Tentative Parcel Map Requirements
Municipal code citations, submittal checklists, and fees for the county and its largest city.
Glenn County
Tentative parcel maps: Glenn County Code Title 15 (Unified Development Code), Division 15-2 (Development Permits), Part 2 (Minor Discretionary Permits), Chapter 15.20 "Tentative Parcel Maps" (Section 15.20.010 Authority); Chapter 15.21 covers Final Maps.
Submittal checklist →Live county code hosted on CivicPlus/Municode-style viewer at glenn.municipalcodeonline.com; verified by expanding Title 15 > Division 15-2 > Part 2 > 15.20 Tentative Parcel Maps in the code browser. The checklist PDF ('TPM Application with Environmental Form') is listed under the county's 'Planning Division Applications' resource page (https://www.countyofglenn.net/resources?f%5B0%5D=department%3APlanning).
Per Glenn County Public Works Agency press release 'FEE INCREASES EFFECTIVE NOVEMBER 1, 2025': Parcel Map deposit of $1,070 + hourly rate based on employee performing the work (deposit credited against actual time). Tentative/Final Parcel Map review is handled by Public Works Engineering & Surveying (contract County Surveyor services provided by Willdan Engineering), not a separate Planning Dept fee. Corroborated by the prior (superseded) rate of '$1,032.00 + $52.00 per parcel' found in the county's 2024 Master Fee Schedule (title referenced via search snippet; the PDF itself is behind a Cloudflare bot-check and could not be fetched directly) — same fee line item, confirming this fee category exists and was simply increased effective 11/1/2025. Single primary source for the current dollar figure; the 2024 schedule is corroborating but superseded, so treat the exact $1,070 figure as single-sourced for the current rate.
Glenn County Clerk-Recorder 'Schedule of Fees Effective January 1, 2026' (Sendy Perez, County Clerk-Recorder), FILING FEES section: 'Filing of Maps (GC 27372) First Page $9.00, Each additional page $2.00' plus 'SB2 Atkins (per map) $75.00'. Corroborated by the Clerk-Recorder department page (https://www.countyofglenn.net/government/departments/clerk-recorder), which separately references the 'SB2 - Building Homes and Jobs Act Fee (Government Code Section 27388.1)' notice, confirming that fee line independently of the fee-schedule document.
City of Orland
Tentative parcel maps: Orland Municipal Code Title 16 (Subdivisions), Chapter 16.16 'Preliminary Maps and Tentative Maps' governs Tentative Parcel Map procedure; Chapter 16.24 'Parcel Maps' covers the parcel map itself.
Submittal checklist →Municode Library node verified live (Title 16 - SUBDIVISIONS, current version dated Mar 10, 2026). The checklist PDF ('Instructions for Filing Application for a Tentative Map', City of Orland Planning Dept) contains a full itemized submittal checklist (application form, environmental info form, Assessor's map, reproducible tentative map, title report/deeds, and detailed map-content requirements per Chapter 16 and Gov. Code §65940).
From 'City of Orland Development Application / Planning User Fees' schedule (fees 'as of 02/14/20'): Tentative Parcel Maps $2,819; Tentative Parcel Map Amendment $1,128; Extension $752; Appeal $940. Plan review/field inspection/environmental review are billed separately at actual cost or deposit. NOTE: a separate, older document (the Tentative Map Application Instructions PDF, same site) lists a stale figure of $1,370 for a 'New Tentative Parcel Map' — that instructions document appears not to have been updated after the 2020 fee-schedule revision, so the $2,819 figure from the dated fee schedule is treated as authoritative; flagging the conflict rather than silently picking one.
Orland's fee schedule states 'Filing Fees, Recordation Fees, Outside Agency Fees, etc. Calculated, Paid and Collected Separately' — the City does not record maps itself. Recording is done at the Glenn County Recorder's office; see county.recordingFee above ($9 first page + $2/additional page + $75 SB2 fee).
