The Municode TOC page for Title 17 could not be scraped live (Municode blocks automated fetch with a 403/JS-rendered shell), so the exact chapter/section number for Tentative Parcel Map procedures within Title 17 could not be independently confirmed in this pass. The county's own Parcel Map application packet (see checklistUrl) confirms parcel map divisions of four or fewer parcels are authorized under Gov. Code Section 66410 et seq. From the Modoc County Recorder's official 'Fee Schedule' PDF (effective January 1, 2020, approved by the Board of Supervisors June 13, 2017), which lists a distinct 'Maps' fee line separate from regular document recording fees ($10 first page/$3 additional for regular documents matches the map fee amount coincidentally). Alturas's Municode library exposes Chapter 1 (General Provisions), Chapter 3 (Administration), Chapter 5 (Building, Construction and Housing), and Chapter 28 (Zoning) — no separate 'Subdivisions' title/chapter was found. City's Planning & Zoning permit-application list (Administrative Permits, Lot Line Adjustments, Lot Mergers, Site Plans, Use Permits, Vacations, Variances) does not include a distinct 'Tentative Parcel Map' or 'Subdivision' application, which may mean Alturas subdivisions are processed as a Lot Line Adjustment/Lot Merger for minor cases or otherwise routed through Modoc County's process; this could not be confirmed live.
