Subdivision & Tentative Parcel Map Requirements
Municipal code citations, submittal checklists, and fees for the county and its largest city.
San Diego County
Tentative parcel maps: San Diego County Subdivision Ordinance, Chapter 6 (Procedures for Minor Subdivisions), Sec. 81.601 'Minor Subdivision Requirements' through Sec. 81.604 (tentative parcel map application/content); parcel map content requirements are in Chapter 8 (Parcel Map Requirements). Major-subdivision tentative map procedures are Chapter 3, Sec. 81.301 et seq.
Submittal checklist →PDF fetched and parsed directly (curl + pdftotext -layout) since the county site returned HTTP 403 to automated fetch tools. Sec. 81.601: 'No person shall create a minor subdivision without an approved tentative parcel map and an approved parcel map, except that no parcel map shall be required where this division or the SMA provides that a parcel map is not required...' The checklist URL is the county's 'Tentative Parcel Map: Standard' submittal/fee sheet (Rev. 12/01/2025), which doubles as the itemized submittal checklist (Part A/B/C document list) and also corroborates the review fee amount below.
Double-sourced: PDS-369 'Schedule of Filing Fees and Deposits' (Rev. 7/1/2025), Tentative Parcel Map (Minor Subdivision) Standard Application row lists $15,330 (D,L,S) Planning + $2,021 (D) DEHQ Septic/Well + $2,021 (D) DEHQ Sewer + $238 (F) PDS Trails + $3,896 (D) SWQMP. This is corroborated by the county's own one-page 'Tentative Parcel Map: Standard' fee/checklist sheet (Rev. 12/01/2025) at PDS-PLN-ESUB_TPM_Std.pdf, which totals the same components to $21,485. (D) = deposit against actual cost, not a flat fee — actual billed cost varies by project complexity/review hours.
From the San Diego County Assessor/Recorder/County Clerk 'Recorder/County Clerk Fee Schedule' (effective/rev. 06/30/2025), citing Gov. Code §§27371, 27372, 27361.4, 27397(c)(1). Single-sourced to this one official fee schedule PDF; no second independent corroborating document found in this pass (this schedule is itself the authoritative primary source cited to specific Government Code sections, which is a strong single source).
City of San Diego
Tentative parcel maps: San Diego Municipal Code Chapter 14, Article 4, Division 2 (Subdivision/Map Regulations). Ministerial map-waiver/parcel map exemption path is SDMC §125.0410 ('Tentative Map Exemption'); full discretionary tentative map process cross-references SDMC Chapter 12, Article 5 (Subdivisions) procedures. Detailed submittal content/checklist is set out in the city's Land Development Manual, Volume I, Section 5 ('Subdivision Approvals').
Submittal checklist →Fetched via curl + pdftotext -layout (readable text PDF, no OCR needed). Land Development Manual Section 5 (Oct. 2024) contains the 'Submittal Requirements Matrix' and 'Minimum Submittal Requirements Checklist' (pp. 5-6 to 5-10) that lists every required item for a Tentative Map/Tentative Parcel Map package, cross-referencing SDMC §125.0410 for Tentative Map Exemptions and Information Bulletin 425.
Current live bulletin page (fetched 2026-07) lists Table 502B 'Mapping Actions' with Parcel Map - Subdivision (without improvements) $6,182.03 / (with improvements) $6,712.94. Corroborated structurally by the archived Nov. 2025 version of the same bulletin (2025-11-17_ib-502.pdf, downloaded via curl and OCR'd with tesseract since the city publishes this bulletin as a full-page screenshot PDF, not text) which shows the same fee categories at slightly lower Nov-2025 rates ($5,764.13 / $6,259.15), confirming the fee has been indexed upward since Nov 2025 — the current live-page figures are the ones reported here as most current. Table also lists Final Map (1-3 sheets) $6,358.61, Certificate of Compliance $2,120.01, Lot Line Adjustment Plat, etc. for reference.
IB-502 Section IV.D: 'Recording Fee for Mapping/Subdivision — This fee is charged upon submitting final mapping documents for recordation with the County Recorder.' The City does not itself record maps — recordation happens at the County Recorder (San Diego County Assessor/Recorder/County Clerk). Single city source found for the $1,059.40 figure; not independently corroborated by a second document in this pass.
