San Mateo County
Tentative parcel maps: Title 9 – Subdivision Regulations, Chapter 9.20 "Requirements For Review And Approval Of Tentative Maps And Tentative Parcel Maps" (§ 9.20.010 Application Requirements; § 9.20.020 Procedure For Filing And Staff Review)
Submittal checklist →Effective the Board of Supervisors reorganized the county code on Oct. 8, 2024, repealing former Division VI (Planning/Subdivision) and recodifying subdivision law as Title 9. The full Title 9 text is hosted directly on smcgov.org (confirmed by downloading and text-extracting the PDF, not just Municode). Municode (https://library.municode.com/ca/san_mateo_county/codes/code_of_ordinances) hosts the general Code of Ordinances but is a JS-rendered SPA that could not be scraped directly to confirm the Title 9 node; the smcgov.org PDF is the primary source used here. Older sources online (e.g. some search snippets) still cite the pre-2024 numbering ('Section 7011', Ordinance No. 03366) — that numbering is superseded. The 'PARCEL MAP CHECKLIST' PDF (Rev. 02/13) is published by County Public Works and cross-references both the old ordinance numbering ([7011]-style, in brackets) and Government/B&P Code sections; it has not been reissued since the 2024 recodification but is still the document Public Works links from its Parcel Map Checklist page (https://www.smcgov.org/publicworks/parcel-map-checklist).
Primary source: County 'Planning Service Fee Schedule', Board of Supervisors Resolution adopted Nov. 19, 2024, effective Jan. 1, 2025 (downloaded and text-extracted directly — line item 'Minor Subdivision ... $11,510'). Subdivision Regulations Ch. 9.20.010(h) explicitly cross-references 'the most recent Service Fee Schedule adopted by the Board of Supervisors' for tentative map/tentative parcel map fees, corroborating that this schedule is the authoritative fee source. A separate informal county webpage (https://www.smcgov.org/planning/minor-subdivision-permit) states an 'estimated fee' of $14,600 for the full Minor Subdivision Permit process (6-8 months) — likely including additional referral/environmental review costs beyond the flat planning fee; flagged here rather than silently reconciled. Separately, the Public Works Surveying & Map Checking Division (https://www.smcgov.org/publicworks/surveying-map-checking and the Parcel Map Checklist PDF) charges an initial map-check deposit against actual costs of $750 per sheet [citing Gov. Code §66451.2 and S.M. Co. Ord. former §7016.1(c)] — this is a distinct fee from the Planning tentative-map review fee, both apply to a parcel map project.
Primary source: San Mateo County Assessor-County Clerk-Recorder & Elections (ACRE) recording fees page. Corroborated by a second, independently-hosted source (Deeds.com San Mateo County recorder page, https://www.deeds.com/recorder/california/san-mateo/) restating the identical $9.00 first-page / $2.00 additional-page figures for maps of subdivided land.
City of Daly City
Tentative parcel maps: Title 16 – Subdivisions (confirmed live chapter: Chapter 16.32 'Utilities And Improvements', § 16.32.170 references standards applicable at time of tentative map approval)
Daly City's subdivision code is Title 16 on Municode; the top-level Title 16 node URL is confirmed live and correct. Municode's Daly City library is a JavaScript-rendered single-page app that blocked automated text extraction (curl returned only the app shell; WebFetch returned HTTP 403), so the exact chapter/section number specifically titled 'Tentative Maps' or 'Tentative Parcel Maps' (analogous to Chapter 9.20 in the county code) could not be independently confirmed — only Chapter 16.32 (Utilities and Improvements) was confirmed live via a cached elaws.us page, and it references tentative map standards without being the primary tentative-map chapter itself. This gap is listed below; recommend a follow-up manual Municode session (logged-in browser) to pull the exact chapter number before publishing this as a citation.
Primary source: City of Daly City Approved Master Fee Schedule, FY 2026 (downloaded and text-extracted directly — line items 7.14 'Parcel Map' $13,066 flat under Planning, and 9.02 'Tentative Map Review' $4,078 / 9.04 'Parcel Map Review' $6,083 under Engineering/Subdivision Reviews). Corroborated by a second, independent document — the prior year's FY 2025 Master Fee Schedule (https://www.dalycity.org/DocumentCenter/View/9640/Master-Fee-Schedule-2025), which shows the same line items at slightly lower prior-year amounts (Parcel Map $12,438; Tentative Map Review $3,883; Parcel Map Review $5,791), confirming these are recurring, real fee-schedule categories that get an annual adjustment rather than one-off figures. Daly City splits map review into a Planning entitlement fee and a separate Engineering/Public Works technical review fee — both apply to a parcel map project.
Daly City has no separate municipal Recorder; all real property recording (including final/parcel maps) is handled by the San Mateo County Assessor-County Clerk-Recorder & Elections office in Redwood City.
